18 Aug 2011: > We wish to inform all our customers that in the interests of more efficient queue management, the queue at the 6th floor public reception counter of the Insolvency & Public Trustee’s Office (IPTO) has been divided into 2 categories: the “Appointment Queue” and the “General Enquiry Queue”.  The “Appointment Queue” is for all customers who have already made appointments to see their case officers prior to coming to IPTO.  This “Appointment Queue” will be given priority.  We would like to remind all customers that in order to allow us to serve you better, you should make an appointment first with your case officer before coming to IPTO to look for the case officer.  We would also like to remind all customers that our website contains a comprehensive list of answers to Frequently Asked Questions (FAQs), which you should consult before deciding to make a visit to IPTO, as the website FAQs may answer your questions adequately without the need for you to come to IPTO.  There is also a facility on our website which allows you to send us your enquiries or feedback through the Web without needing to make a visit to IPTO: please look under the button ‘Send Enquiry / Feedback’.

Moneylenders
17 Nov 2011:With effect from 18 Nov 2011, candidates who have taken the Moneylenders’ test will be able to view their results online. There will not be any email notification on test results. Please click here to assess the IPTO Online Portal.

13 Oct 2011:The Registry of Moneylenders (ROM) will be introducing measures to strengthen the regulation of licensed moneylenders and safeguard the interests of borrowers. The measures will consist of a set of advertising directions and a set of licence conditions, which will apply to all licensed moneylenders from 1 November 2011. 19 Aug 2011: > With effect from 22/08/2011, all applicants will be required to visit the Moneylenders Test Booking System to book a test date. A non-refundable test fee of $130 (including Goods and Services Tax) shall be payable per attempt per candidate.  For more information, click here.

26 Jul 2011: > The Registry of Moneylenders issued a direction on 27 May 2011 to remind all licensed moneylenders that they are prohibited from requesting or collecting any borrower’s SingPass. (The SingPass serves to authenticate users of various Government online e-services.) Borrowers are reminded not to reveal their SingPass to any moneylender. If the moneylender says he needs the SingPass to obtain the Borrower’s Central Provident Fund statement of account, the Borrower may instead offer to provide the said statement so as to avoid disclosing his or her SingPass. Borrowers who encounter moneylenders insisting on their SingPass are advised to report the matter to the Registry of Moneylenders immediately.

1 Jun 2011: >The Registry has commenced the written test for moneylenders applications since June 2011.  The subject matter of the test will be the Moneylenders Act (Cap. 188), Moneylenders Rules 2009 and Moneylenders (Prevention of Money Laundering and Financing of Terrorism) Rules 2009.  Applicants will be given 4 weeks' notice of the test date and will be scheduled for the test after the Registry has received a complete set of the supporting documents.  Please click here for more details.
9 May 2011: > COMMUNICATIONS (INCLUDING SUBMISSIONS) TO REGISTRY OF MONEYLENDERS
With effect from 16th May 2011, all communications sent to the Registry of Moneylenders should be sent to the generic IPTO ROMP (ipto_romp@ipto.gov.sg) account and not to the email accounts of individual ROMP staff. This is to ensure that your queries are being attended to, as we have some recent staff movement. The submission of your quarterly returns should be sent to our new generic account IPTO ROMPRETURNS (ipto_rompreturns@ipto.gov.sg) with immediate effect.

With effect from 1 Apr 2011, all moneylenders are required to submit their Statements of Moneylending Transactions (Quarterly & Monthly Returns) online at the following website:

Moneylenders should ensure that the Statements are in Excel format according to the template provided in the following website:
http://www.iptoonline.gov.sg/download.html

Please note that these Statements are to reach the Registry of Moneylenders by the following deadlines:

15 Mar 2011: >Thank you for submitting the Application Form for IPTO eServices.
Please note that the implementation date of the eServices for the submission of the pawnbrokers’ and auctioneer’s returns has been rescheduled to the 2nd Quarter of 2011.  The exact implementation date will be notified in due course.  Pawnbrokers and auctioneers shall continue to submit their returns in hard/soft copies to the Registry of Pawnbrokers under the existing arrangements. Debt Repayment Scheme
The Debt Repayment Scheme (DRS) seeks to assist debtors, upon a bankruptcy application, who have debts less than $100,000 by devising a debt repayment plan to pay their debts over a fixed period of time. These debtors must be employed and earning a regular income.
